01 · Our Mission

Prepare students to understand the systems they will inherit—and develop the skill, judgment, and character to improve them.

The Institute complements the strong work already underway in Texas classrooms and Career and Technical Education programs. Its contribution is a common systems-and-leadership spine connecting academics, technical work, technology, and public responsibility.

02 · Our Origin

Two founders. Three defining insights.

Born from a workforce reality—and a belief in overlooked potential.

The Bertrand Institute began where industry urgency met student possibility. Jordan Bertrand saw the physical workforce shortage behind the AI economy. Noemi Valdez saw how listening, compassion, and purposeful hands-on learning could reveal ability that a traditional classroom may overlook.

01 · Industry

The systems behind AI need people.

While serving on the ACE Team at a major U.S. oil and gas company, Jordan gained practical exposure to the networking, infrastructure, and service systems supporting AI. A contractor's inability to supply even five electricians for oil and gas work—while facing a request for approximately 200 from data-center clients—made the workforce gap unmistakable.

02 · Students

Attention challenges can conceal ability.

Noemi's experience with students facing attention and behavioral challenges showed how lending an ear can change a young person's direction. Work that is tangible, interesting, and connected to a visible result can create belonging, accomplishment, and pride.

03 · Governance

Human understanding must advance with AI.

As artificial intelligence accelerates, education must prepare young people not only to use it, but to understand the energy, infrastructure, trades, data, security, and policy systems surrounding it—well enough to build, question, govern, and restrain it when necessary.

“We cannot govern systems we do not understand, and we cannot wait until adulthood to begin building that understanding.”

03 · The Bertrand Model

Systems, not silos

Learning built around the real world.

Students learn how complex systems are built, operated, maintained, protected, improved, and led—and how professions work together to make that possible.

01

Energy & Infrastructure

Power, oil and gas, water, electrical systems, HVAC, controls, construction, and reliable operations.

02

AI & Digital Systems

Data, networks, cybersecurity, automation, responsible AI, and the physical systems behind computing.

03

Review the case. Help shape a credible Texas pilot.

The Public Leadership Case is the Institute's primary publication for elected officials, educators, industry leaders, and prospective partners. Public materials are provided as PDF editions.

Initiative status

The Bertrand Institute is an initiative in formation. It is seeking informed feedback and pilot-development conversations. References to proposed programs, partnerships, budgets, and timelines are planning concepts and do not indicate government approval, accreditation, endorsement, or finalized commitments.

05 · Pilot Before Scale

A disciplined first step

Start small enough to learn. Build seriously enough to measure.

Begin with educator and stakeholder feedback, identify a credible regional partner, co-design one bounded pilot, and evaluate results before considering expansion.
